[libcamera-devel] [PATCH 0/3] README updates

The top level README is currently sparse and unloved.  Further more, any
content in the top level README documentent has merit both there, and in the
main documentation.

Prevent duplication of this important introduction content by using README as
the relevant container for the welcome text and getting started guide.
