This doesn't seem right to me. The concept of an IPA module-wide active
state sounds very ill-defined, if it's not synchronized to a frame, I
don't see how different algorithms can agree on the concept of "latest".

Looking at the algorithms, lots of (if not all of) the fields of what is
now the active state belong to a frame context.
