[libcamera-devel] Licensing for the Macbeth reference PGM file

Hi David and Naush,

I'm looking to copy the macbeth reference image
(utils/raspberrypi/ctt/ctt_ref.pgm) into libtuning [0] and was wondering
what license you have (and therefore what I should propagate) on it.

We can put SPDX headers directly into the PGM file apparently :)
