libcamera-still is an application developed by Raspberry Pi, part of
their libcamera-apps package. It is not part of the libcamera project
itself (the naming is unfortunate as it generates confusion, you're not
the first one to report issues specific to libcamera-apps here). Could
you please bring this question to the Raspberry Pi forums ?

On a side note, running libcamera-still with sudo sounds like a bad
idea. That should never be necessary.
