figuring out the right values for the parameters specified in the tune file

My sincere apologies - my colleague says he did not tune using CTT. he supposedly just copied one of the existing files.
I will check and get back.

I have read the guide available at https://datasheets.raspberrypi.com/camera/raspberry-pi-camera-guide.pdf. 
As I understand, I need to create a tuning file with the correct configuration values. How do I figure those values out?
I see nothing corresponding to these parameters in the image sensor data file. Please advise. Thank you!
